So, NOT YET - but, you know, LATER - I would be very interested in having people app and play holdless characters as part of a plot. I cannot tell you the extent of this plot at this time, but rest assured, it's going to be pretty boss.
The holdless of the Western Continent live out on the Ring Islands, fending for themselves. As described in my WIP app here, some of them have chosen to form a society, ekeing out a living together. This commune is mostly comprised of people who were exiled as criminals, as well as their innocent families; some of these people may be innocent as well, and none are considered dangerous by the others. Not all of these holdless are marked, but for whatever reason, they continue to lead risky lives outside of the bounds of regular Pernese society.
FOR NOW.
My character, Kyrene, is a future Candidate, and I imagine several others could be as well - either dragon or wher, though keep in mind for potential wher candidates that Audren will not look kindly on shady pasts, whether they're actual criminals or not. Outside of upcoming secret plot and potential candidacy, there's really not much long-term potential for these types of characters since they're unlikely to be welcomed to either the Holds or the Weyr.
This plot won't be starting until after Couineth and Minanth's hatching, but you'll probably be able to get characters searched or volunteered in time to stand for Wenth and Ausk over the summer, or for Kalith/Kalesk coming up in September, depending on how the timing works out and what you yourself wish to do.
